A Charlottetown photographer who was handcuffed and detained in Quebec Metropolis says his rights have been infringed on through the encounter.

John Morris stated he was standing on a public sidewalk taking footage of Chateau Frontenac, a resort in Quebec’s capital metropolis, on Nov. 2, when police requested him to go away.
